روز 14 آبان 1357/ 5 نوامبر 1978، ناگهان تلویزیون ایران اعلام داشت که شاهنشاه پیامی دارند و لحظات بعد شاه ظاهر شد و چنین گفت:
« ملت عزیز ایران. در فضای باز سیاسی که از دو سال پیش به تدریج ایجاد می شد، شما ملت ایران علیه ظلم و فساد بپا خواستید. انقلاب ملت ایران نمی تواند مورد تایید من بعنوان پادشاه ایران و بعنوان یک فرد ایرانی نباشد. متاسفانه در کنار این انقلاب دسیسه و سوء استفاده دیگران از احساسات و خشم شما، آشوب و هرج و مرج و شورش نیز ببار آورد.
موج اعتصابها نیز که بسیاری از آنها بر حق بوده اخیرا ماهیت و جهت یافت تا چرخهای اقتصاد مملکت و زندگی روزمره مردم تلف شود و حتی جریان نفت که زندگی مملکت به آن بستگی دارد، قطع گردد، تا عبور و مرور روزانه و تامین مایحتاج زندگی مردم نیز تعطیل شود. ناامنی، اغتشاش و شورش و کشتار در بسیاری از نقاط میهن مان بجایی رسیده است که استقلال مملکت را در خطر انداخته است. وقایع اسفباری که پایتخت را دیروز به آتش کشید، برای مردم و مملکت دیگر قابل ادامه و تحمل نیست. در پی استعفای دولت و برای جلوگیری از اضمحلال مملکت و از بین رفتن وحدت ملی، برای جلوگیری از سقوط و هرج و مرج و آشوب و کشتار، و بمنظور برقراری حکومت قانون و ایجاد نظم و آرامش، تمام کوشش خود را در تشکیل یک دولت ائتلافی مبذول داشتم و فقط هنگامی که معلوم شد که امکان انجام این ائتلاف نیست، بناچار یک دولت موقت را تعیین کردیم.
من آگاهم که بنام جلوگیری از آشوب و هرج و مرج این امکان وجود دارد که اشتباهات گذشته و فشار اختناق تکرار شود.
من آگاهم که ممکن است بعضی احساس کنند که بنام مصالح و پیشرفت مملکت و با ایجاد فشار این خطر وجود دارد که سازش نا مقدس فساد مالی و فساد سیاسی تکرار شود و
اما من بنام پادشاه شما که سوگند خورده ام که تمامیت ارضی مملکت، وحدت ملی و مذهب شیعه اثنی عشری را حفظ کنم،
بار دیگر در برابر ملت ایران سوگند خود را تکرار می کنم و
متعهد می شوم که خطاهای گذشته هرگز تکرار نشود، بلکه خطاها از هر جهت نیز جبران گردد.
متعهد میشوم که پس از برقراری نظم و آرامش در اسرع وقت یک دولت ملی برای آزادیهای اساسی و انجام انتخابات آزاد، تعیین شود تا قانون اساسی که خونبهای انقلاب مشروطیت است بصورت کامل به مرحله اجرا در آید، من نیز پیام انقلاب شما ملت ایران را شنیدم.
من حافظ سلطنت مشروطه که موهبتی است الهی که از طرف ملت به پادشاه تفويض شده است هستم و آنچه را که شما برای بدست آوردنش قربانی داده اید، تضمین میکنم، که حکومت ایران در آینده بر اساس قانون اساسی، عدالت اجتماعی و اراده ملی و بدور از استبداد و ظلم و فساد خواهد بود.
در وضع فعلی برقراری نظم و آرامش برای جلوگیری از سقوط و اضمحلال ایران وظیفه اصلی نیروهای مسلح شاهنشاهی است که همیشه با حفظ ماهیت ملی خود متکی بر ملت ایران و وفادار بسوگندهای خود بوده و هست، باید با همکاری شما هموطنان عزیزم این نظم و آرامش هرچه زودتر برقرار شود تا دولت ملی بعدی که استقرار و آزادی ها، اجرای اصلاحات وبخصوص برقراری انتخابات آزاد را بر عهده خواهد داشت در اسرع وقت کار خود را شروع کند.
من و شما در این سی چند سال وقایع حساسی را دیده ایم و خطرات بسیار را پشت سر گذاشته ایم، امیدوارم در این لحظات حساس و خطیر وسرنوشت ساز، خداوند بزرگ ما را مشمول عنایات خو د فرماید، تا بتواینم در کنار هم به هدفهای اصلی که آسایش و رفاه و آزادی و سربلندی و ایران و ایرانی است برسیم.
من اینجا از آیات عظام و علمای اعلام که رهبران روحانی و مذهبی جامعه و پاسداران اسلام و بخصوص مذاهب شیعه هستند، تقاضا دارم تا با راهنمایی های خود و دعوت مردم به آرامش و نظم برای حفظ تنها کشور شیعه جهان بکوشند.
من از رهبران فکری جوانان می خواهم تا با دعوت آنان به آرامش و نظم، راه مبارزه اصولی برای برقراری یک دموکراسی واقعی را همورا کنند.
من از شما پدران و مادران ایرانی که مانند من نگران آینده ایران و فرزندان خود هستید می خواهم که با راهنماییهای آنان مانع شوید تا از راه شور و احساسات در آشوب و اغتشاش شرکت کنند، و بخود و به میهنشان لطمه وارد سازند.
من از شما جوانان و نوجوانان که آینده ایران متعلق به شماست، می خواهم تا میهن مان را بخون و آتش نکشید و به امروز و خود و فردای ایران ضرر نزنید.
من از شما رهبران سیاسی جامعه می خواهم تا بدور از اختلافهای عقیدتی و با توجه به موقعیت تاریخی حساس و استثنایی کشورمان، نیروهای خود را برای نجات میهن بکار برید.
من از همه شما کارگران و کارکنان و دهقانان که با کوشش های خود چرخهای اقتصادی کشور را به حرکت در می آوردند می خواهم، تا با فعالیت هر چه بیشتر در حفظ و احیای اقتصادی کشور بکوشید.
من از همه شما هموطنان عزیزم می خواهم تا به ایران فکر کنید. همه به ایران فکر کنیم. در این لحظات تاریخی بگذارید همه با هم به ایران فکر کنیم. بدانید که در راه انقلاب ملت ایران علیه استعمار، ظلم و فساد من در کنار شما هستم. و برای حفظ تمامیت ارضی وحدت ملی، و حفظ شعائر اسلامی و برقراری آزادیهای اساسی و پیروزی و تحقق خواستها و آرمانهای ملت ایران همراه شما خواهم بود.
امیدوارم در روزهای خطیری که در پیش داریم، خداوند متعال ما را مورد عنایت و لطف خود قرار داده و همواره موید و حافظ ملک و ملت ایران باشد».
انشاء الله تعالی
1- در این متن محمد رضا پهلوی بصراحت اظهار داشت که در طول سلطنت خود قانون اساسی کشور را که روابط بین مردم و سلطنت و دستگاه سلطنت در ایران را تعیین می کند، [عامداً در جهت سؤ استفاده خود] زیرپا گذاشته است. اذعان داشتن به اینکه او قانون اساسی را نقض کرده است، به یک مجلس شورای ملی انتخاب شده از طرف ملت و بدون اعمال نفوذ شخص او و کارگزارنش این امکان می داد که وی را محاکمه و به احتمال بسیار زیاد از سلطنت عزل کند.
2- در این متن محمد رضا پهلوی از جنبش مردم ایران برضد استبدادی رای و عمل خود او، با نام «انقلاب» یاد کرده است. معنی حقوقی این تصدیق این است که مردم ایران خواهان ادامه مجموعه نظام دولتی ایران موجود یعنی نظام پادشاهی نیستند.
3- در این متن محمد رضا پهلوی به وجود فساد سیاسی که معنای بسیار و سیعی دارد در زمان سلطنت خود اعتراف و مردم را بیم می دهد که با افراط کاری باعث نشوند که این فساد سیاسی دوباره تکرار شود.
On November 5, 1978 (14 Aban 1357), Iranian television suddenly announced that the Shah had a message to deliver. Moments later, the Shah appeared and said:
“My dear people of Iran,
In the political openness that has gradually developed over the past two years, you, the people of Iran, have risen against oppression and corruption. The revolution of the people of Iran, as both the King of Iran and as an Iranian individual, cannot fail to receive my approval.
Unfortunately, alongside this revolution, the conspiracies and exploitation of your emotions and anger by others have resulted in chaos, anarchy, and rebellion.
The wave of strikes, many of which were legitimate, has recently taken a turn that threatens to destroy the wheels of the country’s economy and the daily lives of the people. Even the flow of oil, which is vital to the nation’s life, has been disrupted. Daily transportation and the supply of basic necessities have come to a halt. Insecurity, unrest, riots, and killings in many parts of our homeland have reached a point where the independence of the country is at risk. The tragic events that set the capital ablaze yesterday are no longer bearable for the people and the country.
Following the government’s resignation, to prevent the collapse of the country and the disintegration of national unity, to avoid downfall, chaos, and bloodshed, and to establish law and order, I made every effort to form a coalition government. It was only when it became clear that such a coalition was not possible that we were forced to appoint a temporary government.
I am aware that, in the name of preventing chaos, there is a possibility that the mistakes of the past and oppressive pressures may be repeated.
I am aware that some may feel that, in the name of the country’s interests and progress, there is a risk that the unholy compromise of financial corruption and political corruption will be repeated.
But as your King, who has sworn to safeguard the territorial integrity of the country, its national unity, and the Twelver Shiite religion,
Once again, I repeat my oath in front of the Iranian nation
I commit that the mistakes of the past will never be repeated, but that the mistakes will be compensated for in every way.
I pledge that after the establishment of order and peace, a national government will be established as soon as possible for basic freedoms and free elections, so that the Constitution, which is the lifeblood of the Constitutional Revolution, will be fully implemented. I also heard the message of your revolution, the people of Iran.
I am the guardian of the constitutional monarchy, which is a divine gift assigned to the king by the nation, and I guarantee what you have sacrificed to get it, that the government of Iran in the future will be based on the constitution, social justice, and national will. It will be free from tyranny, oppression, and corruption.
In the current situation, establishing order and peace to prevent the fall and destruction of Iran is the main duty of the Imperial Armed Forces, which has always relied on the Iranian nation and is faithful to its oaths by preserving its national nature. It should be established sooner so that the next national government, which will be responsible for the establishment and freedoms, the implementation of reforms, and especially the establishment of free elections, will start its work as soon as possible.
You and I have witnessed many sensitive events over the past thirty-plus years and have overcome many dangers. I hope that in these critical and decisive moments, God Almighty will grant us His grace so that, together, we can achieve the main goals: the comfort, prosperity, freedom, and honor of Iran and the Iranian people.
I ask the great Ayatollahs and religious scholars, who are the spiritual and religious leaders of society and the guardians of Islam, especially the Shiite faith, to guide the people and call them to peace and order to preserve the only Shiite country in the world.
I ask the intellectual leaders of the youth to guide them towards calm and order and to pave the way for a principled struggle to establish true democracy.
I ask you, Iranian fathers and mothers, who, like me, are concerned for the future of Iran and your children, to prevent your children from joining the chaos and unrest, driven by passion and emotion, and causing harm to themselves and their homeland.
I ask you, the youth and teenagers, to whom the future of Iran belongs, not to set our country on fire and destroy your present and Iran’s future.
I ask the political leaders of society to set aside ideological differences and, in recognition of the sensitive and exceptional historical situation of our country, to unite their forces to save the nation.
I ask all workers, employees, and farmers, who keep the wheels of the country’s economy turning with their hard work, to strive even more in preserving and reviving the country’s economy.
I ask all of you, my dear compatriots, to think about Iran. Let us all think about Iran. In these historic moments, let us all think of Iran together. Know that in the revolution of the Iranian people against colonialism, oppression, and corruption, I stand by you. And to preserve the territorial integrity, national unity, and Islamic values, and to establish fundamental freedoms and achieve the goals and aspirations of the Iranian people, I will be with you.
I hope that in the challenging days ahead, God Almighty will shower us with His grace and always protect the kingdom and the people of Iran. God willing.”
1- In this speech, Mohammad Reza Pahlavi clearly acknowledged that during his reign, he had violated the Constitution, which defines the relationship between the people, the monarchy, and the institutions of the state in Iran. Acknowledging that he had breached the Constitution would have allowed a National Assembly elected by the people, free from his influence and that of his officials, to prosecute and remove him from the throne.
2- In this speech, Mohammad Reza Pahlavi referred to the people’s movement against his autocratic rule as a “revolution.” This legal admission implies that the Iranian people no longer wished for the continuation of the existing state system, i.e., the monarchy. 3- In this speech, Mohammad Reza Pahlavi acknowledged the existence of political corruption during his reign. He warned the people not to allow extremism to lead to a recurrence of such political corruption.
Le 5 novembre 1978 (14 Aban 1357), la télévision iranienne annonça soudainement que le Shah avait un message à transmettre. Quelques instants plus tard, le Shah apparut à l’écran et déclara :
« Peuple bien-aimé d’Iran. Dans le climat de liberté politique qui a progressivement émergé au cours des deux dernières années, vous, peuple d’Iran, vous êtes levé contre l’injustice et la corruption. En tant que roi d’Iran et citoyen iranien, je ne peux que soutenir la révolution du peuple iranien. Malheureusement, aux côtés de cette révolution, les complots et l’exploitation de vos émotions et de votre colère par d’autres ont provoqué des troubles, des émeutes et du chaos.
La vague de grèves, dont beaucoup étaient justifiées, a récemment pris une tournure qui a perturbé l’économie du pays et la vie quotidienne des citoyens, jusqu’à entraîner l’arrêt du flux de pétrole, vital pour notre nation. La circulation quotidienne et l’approvisionnement des besoins de la population ont également été interrompus. L’insécurité, les émeutes et les massacres dans de nombreuses régions de notre patrie ont atteint un niveau tel que l’indépendance du pays est menacée. Les événements tragiques qui ont embrasé la capitale hier sont désormais insupportables pour le peuple et le pays.
À la suite de la démission du gouvernement, et afin de prévenir l’effondrement du pays et la perte de l’unité nationale, pour éviter la chute dans l’anarchie et la violence, et pour rétablir l’ordre et la paix, j’ai fait tout mon possible pour former un gouvernement de coalition. Ce n’est que lorsqu’il est devenu clair que cela n’était pas réalisable que nous avons dû, à contrecœur, désigner un gouvernement provisoire.
Je suis conscient qu’au nom de la prévention du chaos, il existe un risque de répétition des erreurs passées et de l’oppression. Je sais aussi que certains peuvent penser qu’au nom des intérêts nationaux, il y a un danger que l’alliance malsaine entre corruption financière et corruption politique ne se répète.
Mais en tant que votre roi, ayant juré de protéger l’intégrité territoriale de ce pays, son unité nationale et la religion chiite duodécimaine, je renouvelle aujourd’hui mon serment devant le peuple iranien et je m’engage à ne plus jamais répéter les erreurs du passé, mais à les réparer dans toutes leurs dimensions.
Je m’engage à ce qu’après le rétablissement de l’ordre et de la paix, un gouvernement national soit rapidement mis en place pour garantir les libertés fondamentales et organiser des élections libres, afin que la Constitution, qui est le fruit du sang versé lors de la révolution constitutionnelle, soit pleinement appliquée. J’ai également entendu le message de votre révolution, peuple d’Iran.
Je suis le garant de la monarchie constitutionnelle, une bénédiction divine accordée par le peuple à son roi, et je vous assure que ce pour quoi vous avez sacrifié sera protégé. L’avenir de l’Iran reposera sur la Constitution, la justice sociale et la volonté nationale, loin de la tyrannie, de l’injustice et de la corruption.
Dans la situation actuelle, le rétablissement de l’ordre et de la paix pour empêcher l’effondrement de l’Iran est la principale responsabilité des forces armées impériales, qui ont toujours conservé leur nature nationale, fidèles à leur serment envers le peuple iranien. J’espère que dans ces moments critiques et décisifs, Dieu Tout-Puissant nous accordera sa grâce, afin que nous puissions, ensemble, atteindre nos objectifs communs : le bien-être, la prospérité, la liberté, et la gloire de l’Iran et des Iraniens.
Je demande aux grands dignitaires religieux, gardiens de l’Islam et en particulier du chiisme, de guider et d’appeler le peuple au calme et à l’ordre pour préserver le seul pays chiite au monde.
Je demande aux jeunes leaders de guider les jeunes vers le calme et l’ordre, et de leur montrer la voie d’une lutte pour établir une véritable démocratie.
Je demande à vous, pères et mères iraniens, qui comme moi, êtes inquiets pour l’avenir de l’Iran et de vos enfants, de conseiller ces derniers afin qu’ils ne cèdent pas à la passion et n’alimentent pas le désordre et le chaos, causant du tort à eux-mêmes et à leur patrie.
Je demande à vous, jeunes d’Iran, à qui l’avenir de ce pays appartient, de ne pas mettre notre pays à feu et à sang, et de ne pas causer du tort à votre avenir et à celui de l’Iran.
Je demande aux leaders politiques de notre société de mettre de côté leurs différends idéologiques et, en reconnaissant la situation historique et exceptionnelle de notre pays, d’unir leurs forces pour sauver la patrie.
Je demande à tous les ouvriers, employés et paysans, qui font tourner les rouages de notre économie par leur travail acharné, de redoubler d’efforts pour préserver et restaurer l’économie de notre pays.
Je vous demande, à tous mes chers compatriotes, de penser à l’Iran. Que nous pensions tous à l’Iran. En ces moments historiques, pensons tous ensemble à l’Iran. Sachez que dans la lutte du peuple iranien contre la colonisation, l’injustice et la corruption, je suis à vos côtés. Et pour préserver l’intégrité territoriale, l’unité nationale, les valeurs islamiques, et pour instaurer les libertés fondamentales et réaliser les aspirations du peuple iranien, je resterai avec vous.
J’espère qu’au cours des jours difficiles à venir, Dieu Tout-Puissant nous accordera sa protection et veillera toujours sur la nation et le peuple d’Iran. Incha’Allah. »
1- Dans ce texte, Mohammad Reza Pahlavi admet explicitement qu’il a, durant son règne, violé la Constitution du pays, qui définit les relations entre le peuple, la monarchie et les institutions de l’État en Iran. En reconnaissant qu’il a enfreint la Constitution, il donnait à un Parlement élu par le peuple, sans son influence directe ou celle de ses agents, la possibilité de le juger et probablement de le destituer.
2- Dans ce texte, Mohammad Reza Pahlavi se réfère à la révolte populaire contre son propre régime autocratique en utilisant le terme « révolution ». Cela signifie juridiquement que le peuple iranien ne souhaite pas la continuation du système étatique actuel, à savoir la monarchie. 3- Dans ce texte, Mohammad Reza Pahlavi reconnaît l’existence d’une corruption politique sous son règne et met en garde contre la possibilité de la voir se reproduire si l’on cède à des excès.
